Since Windows 8.1 was made available officially in Windows Store for the users using Windows 8, most of the users have tried to update their system to Windows 8.1. But after upgrading to Windows 8.1, some users are complaining about broken Change PC Settings link while navigating through Settings Charm (pressing Windows Key + I combination reveals this).
According to a user, when he clicks this broken link, nothing happens and the system takes him back to the Start Screen; while according to another user, he gets up the blank screen after clicking this link. While you may see our earlier post on how to fix Change PC Settings does not open, if it does not help, you may want to read this post, which is based on the discussion which took place here. If Change PC Settings link is broken, won’t open, doesn’t work, or crashes in Windows 8.1 or Windows 8, then this post will help you fix the problem.
Broken Change PC Settings link in Windows 8.1
1. Open the administrative Command Prompt and paste the following command there and hit Enter key:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml
2. Actually this is a Windows PowerShell command, but when you enter this into administrative Command Prompt, the window title turns to Windows PowerShell while command execution is being done, and then when done, the system returns to the same directory but the thing changed now is that the issue is fixed after the successful execution of this command.
Now, however, without rebooting the system, you can try to click on “Change PC Settings” link, and it should work fine now but still, we suggest you reboot once to get the things right as they should be.
We hope Microsoft will release a Hotfix soon to fix this issue, till then you can try our fix.

This works like a treat – settings app wasn’t working, this fixed it. Was then struggling as OneDrive and Photos apps were suffering from the same problem but I couldn’t find the OneDrive folder and it’s appxmanifest. Finally found it masquerading as FileManager.exe in C:WindowsFileManager (PhotosApp.exe is there also). Spotted an appxmanifest.xml in there also so ran the powershell command suggested here modified to run the appropriate manifest and hey presto…thanks muchly!

Great post man! I’ve been helping a friend of mine fix this issue and we haven’t found any really solutions until I discovered yours. You’d think Microsoft would have put out a fix for this by now. The strange thing is that even though she can now perfectly access the “Change PC Settings” app, (it has been months since she was able to do this), there are not windows updates showing — I bet after we reboot there will be a lot!

Do we know the cause of this? Only thing I can think of is recent updates, after reboot my notification icons were not appearing. Then I noticed I couldn’t open PC Settings or Store.

Three times with windows support on the phone and they only interested how to refresh or recover. That means installing all my other programs and data. That is not a main issue as the desktop is working and other apps except the system apps after an update that was not needed as already on 8.1pro. I know windows registry from Dos 4 and know about refresh or reset. However I have an installed version of Office Pro 2013 with full key card. It was activated by previous owner and the surface pro2 is now mine and it is activated with my id but has to use his account as that does not change. Support don’t understand it. I know there is a way and only 2 to 3 site have stated this. I was also passed on by Surface team to windows technical department who was not interested as Surface Pro 2 is not a laptop and I had to go back to Surface support time after 3 transfer as business technical was not interested. My surface pro 2 still has another year warranty. Thanks guys. I got a few others not working but will get those done. It is about not registered to the system. The Microsoft-Windows-Immersive-Shell issue. Why no hot fix from MS.

Hi all you clever people, I have a related issue, though not quite the same. I have spent DAYS online trying to sort it. I really hope you can help-I have even had windows technicians remotely try to sort, to no avail…..
Basically, Windows setting will not let me do certain things-I cant change a user account to ‘child’ (this is the main thing I need to do!), I also cant change sign-in to pin or picture password, though I am admin I cannot be a ‘parent’ on the family safety thing….

It didn’t work for me, no matter how I repeated doing it. Not only Change PC Settings is broken, but also other app tiles are missing, including the desktop tile. I stumbled on the site of AskAVG, looking for how to add desktop tile in metro. And to my surprise, Change PC Settings is now working and other missing app tiles were back. There’s the link somewhere in the middle of this page ” How to take ownership of file and folder in Windows Manually,” as part of his tutorial that somehow has helped me greatly.
Unfortunately, the desktop tile was not in the metro UI. Will search for more on the solution of my desktop issue.

Mine is Windows 8.1. Locate C:WindowsSystem32WindowsPowerShellv1.0
then run command prompt there by holding down shift key then right click. Now paste the above code.

Hi there, I am encountering similar issues after I upgraded to Windows 10 Build 10.0.10240 (Consumer Release). I ran sfc /scannow and found issues with corrupted ImmersiveControlPanel. Did what you suggested but it didn’t fix anything. Do you happen to know if this could be related?

Press Ctrl+Alt+Del > Task Manager > File > Run new task. Type ‘cmd’ and check the admin box.
