What we need to do here, is return Windows Defender to its regular form where all options are showing. In its current state, the user is unable to scan for viruses, so right away we can be certain the Windows 10 computer is severely compromised.

What you will need to do, here, is to fire up the search box, then type CMD. From there, right-click on Command Prompt, then select Run as Administrator.
Once the CMD is up and running, please copy and paste the following command in it and hit Enter:
REG DELETE "HKLM\SOFTWARE\Policies\Microsoft\Windows Defender" /v DisableAntiSpyware
Finally, reboot the computer, and then check if your problems have finally been solved.
