If you receive Windows Update or DISM Servicing Stack Error CBS E NEW SERVICING STACK REQUIRED, Error Code 0x800f0823, when you try to install any Cumulative Update, then you need to install the latest Servicing Stack Update (SSU) for your operating system. Servicing stack updates are released depending on new issues or vulnerabilities. Whenever a Service Stack Update is installed, it updates the Component-Based Servicing (CBS) on an operating system.
