If you receive an error message CBS E NEW SERVICING STACK REQUIRED, Error Code 0x800f0823, when you try to install any Cumulative Update, then you need to install the latest Servicing Stack Update (SSU) for your operating system. You may also see a message – This update can not be applied to your computer.
Servicing stack update are released depending on new issues or vulnerabilities. Every time a Service Stack Update is installed, it updates the Component-Based Servicing (CBS) on an operating system. This Component Based Servicing takes care of the installation process of that particular operating system.
These Service Stack Updates used to be kept separate from the regular cumulative updates. However now, Microsoft combines the latest servicing stack update for your operating system with the latest cumulative update (LCU).
To resolve this error message, you need to install the last standalone SSU before installing an LCU.
At the date of writing, it is KB4598481 for Windows 10 OS.
Finding the latest compatible Service Stack Update is a difficult task. It is always suggested to carry out these measures to make sure that you are downloading the latest compatible update for your operating system:
