Istart Webssearches dot com is a browser hijacker which changes your home page. See if you disable its addons in your browser/s, change the home page back to about:blank and finally uninstall it via Control Panel. You could also reset your browser to its default settings using its Reset feature.

If nothing helps, use AdwCleaner to remove this browser hijacker. More information here: https://www.thewindowsclub.com/free-browser-hijacker-removal-tool

Not an antivirus, but compatible with most antivirus, Malwarebytes Anti-Exploit is a small, specialized shield designed to protect you against one of the most dangerous forms of malware attacks.
