Download our free Ultimate Windows Tweaker 3. Create a System Restore Point. Then run the tool. Under Additional Customization tweaks in Start Screen, etc tab, you will see  Disable Lock Screen and Disable Changing Lock Screen Image. Disable / Enable this setting and see if it helps.
