Download and use https://www.thewindowsclub.com/ultimate-windows-tweaker-4-windows-10. You will find that setting under Context Menu > Desktop Context Menu 2 tab.

Hello, thank you for an incredible utility. Any suggestions for Win 10 Registry Optimizing? Also, cannot find the selection to “will let you add the Take Ownership of Files and Folders entry easily to Windows 10/8.1/7 context menu.” Any suggestions greatly appreciated.

Fixed it – Windows 10 updates itself and annoying and unnecessary as usual. All Desktop shortcuts rendered unusable after. This fixed it, although you will have to go through each shortcut individually and implement this change.
