If you were connected to the internet, may be if any malware in your system is giving remote access to some one without your knowledge, your theme could switch to a basic one.

i think i deleted something and now my taskbar is white because after i unistaled something the taskbar was white file:///C:/Users/%D0%94%D1%80%D0%B0%D0%B3%D0%B0%D0%BD%D0%B0/Desktop/Untitled.png

it should be like this file:///C:/Users/%D0%94%D1%80%D0%B0%D0%B3%D0%B0%D0%BD%D0%B0/Desktop/2.png
