Web Notes aren’t available in Edge
1] If you have seen this message when you tried to annotate a PDF saved locally or on a website, then know that Microsoft Edge doesn’t support PDF Annotation – it is meant for web pages only. Edge may open PDF files but it does not support Web Notes on PDF files. You should use Microsoft Reader app or install a 3rd party PDF reader freeware.
2] The Web Notes and Sharing feature will not work on all sites – especially ones which coded on an older platform. So you need to check that too. Check if it works on this site – it should. And if it does not work on some particular site, maybe that website does not support this feature.
3] If you are unable to use it on any web page, and if you feel that your Edge has been corrupted, create a system restore point first and then reset Edge manually.
4] Another suggestion you could try is to run System File Checker or DISM to repair the Windows system image.
