					<description><![CDATA[It looks like the down arrow superimposed on app tile indicates a synchronized application, a Modern/Windows Store application that is not installed on the current computer, but is installed on another computer with the same user account.

Consider you share your user account across several computers and both computers have different sets of installed apps. Now you upgrade one of your computers to Windows 8.1. After upgrade, Windows 8.1 will sync app with other computers. Those apps that are not present on the upgraded computer will show up on its Star screen. However, because they are not installed yet, their tiles will have down arrows drawn over them.

This is similar to what is known as advertised package in terms of Windows Installer features: http://support.microsoft.com/kb/870716/en-us

Advertised applications show in Add or Remove Programs applet or on Desktop/Programs and are automatically installed once you click their icon.]]></description>

And when I clcik on it, the download starts and a progress bar is seen at bottom of the app &#038; when the download is complete, the name of app appears &#038; it starts working.]]></description>
