Toshiba tablets with Windows 8/8.1 DO have a USB port, it is the same one that is used for charging the device. Just get the OTG cable and you can connect a pen drive with the media needed.

It had windows 8.1 on it. I updated to windows 10. My friend put a password on it and couldn’t remember it. He then reformtted the hard drive.Now there is no operating OS on it. It doesn’t have a USB port. How can I put an OS back on it?
