Because Office Safe Mode and Windows safe mode are two different things, and no solution for the latter is googlable.

I have an experience that more complex documents with macros etc. created in safe mode were not working properly after the problem was solved and MS Word started to run normally. If you must, then try to save your files in rtf format.
