This should not be correct. I just reinstalled windows 10. Since looking up this article, my passwords have come back and now my favorites are back. It just takes a few minutes for them to get downloaded. If installed correctly your favorites should be in the cloud so that no matter where you log in, they are accessible and if you get a new device and install Edge, they will be downloaded so you will have consistency across your devices.

It was difficult following the steps as they were slightly different but finally found the favorites folder and copied it and tried to import but it was empty. Nothing there. Lost them when Edge crashed and it recovered all my files except settings and favorites. 2 years worth of research gone:(

My SurfaceBook bricked during a Windows update in October, and I ended up with a blank copy of Edge, but a Windows.old directory. I've been playing with this for the past 3 weeks or more, with no success. Unfortunately your method didn't succeed either. I definitely think that the boookmarks should be stored somewhere relatively non-volatile!
