Fix: Windows 7 stays at the logon screen for 30 seconds

If you find that the Welcome screen is displayed for 30 seconds during the logon process after you have set a solid color as the desktop background in Windows 7 or in Windows Server 2008 R2, then this article may interest you.

Lets say that you have a computer that is running windows 7 or Windows Server 2008 R2 and you have set a solid color as your desktop background and the Desktop Window Manager Session Manager service is running.

Now when you go on to log on to the computer locally, you find that the Welcome screen is displayed for 30 seconds during the logon process!
