I also struggled to get the update installed. For some awkward reason, it turns up that English-US language pack has to be installed on the computer (open the charm bar – settings – pc settings – language). After I did it, everything went smooth.
Note: You just need to install the language and language pack. You don´t need to make it your primary language. You can even delete it after installation (I didn’t – it may be useful to have it next time I need to make another update).

In reply to CPG. It says there on the website that there are multiple files available for this download. Once you click on the “Download” button, you will be prompted to select the files (32 or 64 bit) you need. Does its still not work even when you download the file for your version?
