					<description><![CDATA[I had a problem in windows 10 with the right button on the mouse only showing when the cursor was on the desktop, but not responding on any folder or document or in a navigator window. 
It turned out that it was an issue with Windows 10 updates showing a blank page. I ran the command files you indicated and restarted the computer. The problem was solved.

1) Open Command Prompt (run as Administrator )

2) type these in to the cmd:
