This issue occurs in case there is a deadlock in the Gpprefcl.dll file. The Gpprefcl.dll is statically linked to several other .ddl files and it needs to be loaded. If it doesn’t, then your computer may stop responding.

This issue can occur in:

  • Windows 7
  • Windows Server 2008 R2
  • Windows Vista
  • Windows Server 2008.
