Clicking on the Change button will allow you to set a new Downloads folder, where Edge will download and save all your files from the Internet.

Here, if you wish to be asked every time whether you want to Open or Save or Save as the file, you can toggle the Ask me what to do with each download setting to the On position. If you do not want to be asked, set it to the Off position. In this case, the file will be directly saved.
